NOTES OF the ANNUAL MEETING of the COUNCIL

held on Thursday 19th May 2022

(This record of events is considered NOTES until approved as the MINUTES at the next PC Meeting)

1.            Welcome & Introductions

The meeting commenced at 19.04

The Chair welcomed those present – Cllr Cath Lack (CL) Cllr Clark; Cllr Watson Grant.  Two members of the public also joined the meeting.  Cllr Martin Hill (LCC) joined at 19:35

Apologies – Cllr Anne Booth (AB) Cllr Lucy Robb (LR).

2.           Declarations of Interest

There were no declarations of interest.  

3.  Annual Chair Report

The Chair (HWS) gave her annual report, which included a notification of her intention to stand down as Chair for the upcoming year, whilst continuing as a Councillor for the time being.

4.  Annual Election

Following a request for those wishing to be considered for the position of Chairperson for the upcoming year to make themselves known, no nominations were received.  However, upon the Council being notified that this would mean ending the meeting, Cllr Lack nominated herself.  Cllr Lack’s nomination was seconded and agreed. 

Cllr Clark offered to continue as Vice-Chair, this was seconded and agreed.

5. Minutes of the Annual Meeting of May 2021 had already been approved at the July 2021 meeting

Upon the conclusion of the Annual Meeting of the Council, the Council progressed to its scheduled Parish Meeting:

8.            Public Questions

  • Grass cutting query – specifically regarding verges.  Problems identifying where they should be cutting, Cllr Clark met new contractors but only day before their first visit. Footpath has been being done but there are issues since the changeover.  Should be rectified now.
  • Enclosed play area had 3 dogs within the enclosure.  There were signs up, but they have been removed.  New CCTV may help.  Signs have been removed on 2 separate occasions.  Could we add new signs?  Cllr Weston Smith to action.
  • Allotment policy? Plots 9 & 1 are overgrown.   Cllr Robb to investigate and speak to tenants if necessary
  • Allison Carre – Aveland History group
    • Offered a tip with regard to skip hire – metal put to one side for scrap collection, can raise income but also creates more space in the tip.
    • Grant application for 2 activities (to be considered later this evening).

 

9.            Notes of 17th March 2022 Meeting

The notes of the Parish Council Meeting held on 17th March 2022 were approved as the minutes.

10.         Matters Arising

Following the resignation of Councillor Sturrock and the subsequent Co-option process to find a new Councillor, Martin Smith has been co-opted into the vacant position. 

6.            Updates from SKDC/LCC

No update was available from Cllr Hansen (SKDC)

Cllr Hill (LCC) gave the following update:

  • Main road (A15) to be resurfaced soon, rest in a couple of years’ time.
  • Billingborough Road in a dreadful state.  Has been raised with highways.
  • Budget set for the year ahead now
  • Talk of the solar farm application on aerodrome. 21st June for a public exhibition in the Village Hall.

Cllr Hill left the meeting at 20:03

12.         Playing Field

It was noted:

•             CCTV – will be installed soon. Cameras now purchased and waiting to be installed.  Signs to be ordered also.  Need some proper equipment to get through the walls of the pavilion.

  • Wooden posts are rotting – can they just be removed?  Investigation.

•             RoSPA Inspection:

  • Roundabout – clearance is too large.  Needs new hardcore and replace the matting.  May need to be decommissioned until it can be appropriately repaired.  Cllr Clark to consider the options.  Wicksteed have been asked to quote for the repair work.
  • Other issues raised have been partially resolved, pending better weather to undertake maintenance and repairs

Clerk to remind all tenants no vehicles except within tenancy agreement rules, which means only with prior permission, when no children are playing (or football matches/practice) or if in possession of a blue badge.

8.            Other Village Matters

It was noted:

•             Benches:

  • £189 trade price.  One in marketplace needs replacing.  Proposal for a second one in that area.  Also additional benches facing church.  One on West St when the bin was, Greenfields (facing church) Wilkie Drive facing the playing field.  Gaining permission from landowners.
  • Tree has been ripped out of the green on West Street unfortunately.  Consider options for replacement.

9.            Planning

Applications:

  • 8 Bourne Road - Changes to entrance
  • 21 Market Place – New front door and double-glazed windows.  Metal railings and various minor alterations.  Double glazing is usually refused.  Listed Building Consent required also.  Cllr Smith has been progressing this with the SKDC Planning Team to understand further implications.
  • 54 Churchfields – single story extension
  • Old Rectory – single story extension and alterations to existing detached garage. Listed Building Consent

10.         Finance

It was noted:

•             All payments and receipts were reviewed.

It was agreed:

•             All payments were approved.

  1. Grant application was received from the Aveland Historical Society for an upcoming event:
  • Questions were asked about what the money would be spent on specifically.  Applicants to reconsider application and provide more detail in time for the next meeting in July.

 

11.         Correspondence

•       Mill Cottage questions raised by Cllr Hansen and copied to the Parish Council. SKDC are supposed to be making further legal enquiries and responding.

  • Mr Willis – tree in MG and VH issues – both have been forwarded to the appropriate committees
  • Drainage issues on Sleaford Rd – P.Turner and a S103 request for money to help repair the bridge.

 

12.         Date of Next Meeting

The date of the next meeting and Annual Meeting was confirmed as Thursday 21st 2022 at 7.30pm in Folkingham Village Hall.  Members of the public may submit any questions in advance and are welcome to join the meeting – details will be posted on the website in advance of the meeting.
