Cllr M Turner gave apologies. It was resolved to accept the apologies.
23/070 Co-option of Parish Councillor
Following on from an informal meeting with Nathan Roe it was resolved to co-opt him as a Councillor
Action: Clerk to arrange completion of the necessary paperwork and notify SKDC
23/071. To receive any declarations of interest in accordance with the Localism Act 2011.
Cllrs HWS and MS declared an interest in the grant application.
23/072 Draft minutes of the meeting held on 18-05-23 to be confirmed and signed as minutes.
It was resolved to accept the above notes as minutes. They were confirmed and signed by the Chair.

23/074 Planning:
S23/1172 – Woodlands Cottage, 15 West Street – Beech (T1) – reduce limb over road by 4m

S23/1137 – Low Farm, Spring Lane – Proposed conversion of detached outbuilding - Full planning permission
The intention to create a 2nd storey is appropriate in this location and will match the scale of the brick eastern range. We object however to the cladding of the building in black fibre cement board. This is a modern material which has no precedent on this site or in the area. It will destroy the integrity of the farm yard complex and affect the setting of the grade II listed late C17 farmhouse and its historic relationship to its ancillary buildings.
We ask that the application is resubmitted with the N, S and W walls of the new 2-storey building clad in matching/reclaimed/sympathetic red brick with stone detailing and the E wall extended upwards in matching limestone with red brick detailing (quoins and dressings). This will preserve the historic relationship of the agricultural buildings to their farmhouse.
Action: Clerk to submit comments to SKDC planning department.

The clerk confirmed she had received a phone call from a resident of Churchfields with regards to the number of vans parking in the road and asked if we could do anything. This is a highways concern and has been raised in the past but there is nothing that can be done.
Action: Clerk to feed back to the resident.

Ownership of land which Cherry trees are on
|
The clerk confirmed that the ownership of the cherry trees is still outstanding and also asked if these are within the conservation area which was confirmed. It was resolved the clerk would contact the planning department to establish if permission is required.
Action: Clerk to continue to establish who the land belongs to and contact planning department for advise on planning permission
23/078 Updates from LCC/SKDC
Cllr Turner emailed information regarding residents’ request for a streetlight in the alleyway between West Road and the Churchfields estate. Lincs County Council have rejected this proposal and asked if this is something the Parish Council would consider supporting in conjunction with SKDC. It was resolved that the clerk to ask Cllr Turner to approach SKDC.
ACTION: Clerk to respond back to Cllr Turner
23/079 Washdyke Solar Farm
This application is still under consideration. The Clerk confirmed that any grant monies given to Lincolnshire Foundation Trust will be ringfenced for those residents within a short radius of the development. They were not aware that the Washdyke Solar Farm were intending to place funds with them so were going to contact them direct.

22/080 Consider grant application form from Orchard 2000 Millenium Green
A grant application for £500 has been received from the Orchard 2000 Millennium Green for a village event on Saturday 15th July 2023 for all residents of the village to attend. Additional funds will be raised via food and drink sales.
It was resolved to grant the application.
Action: Clerk to arrange for grant payment to be made.
22/081 Bank Account – Changing to LLoyds
The clerk confirmed that she had spoken to Lloyds bank and opening an account for a parish council had to be done over the phone (about 1 hour) and give the information of the signatories and then the mandate would be sent out for completion and signatures. This process will take about 6 weeks. She confirmed it would be a much better account than the current one as it is designed for Parish Councils with a treasurer account and savings account on which interest is paid monthly. There are no fees charged on this account.
It was proposed to open up these accounts by Cllr HWS and seconded by Cllr MS with all other councillors in favour.
Action:. Clerk to contact Lloyds bank and start the opening process
22/082 Playing field
Pavilion/CCTV – Nothing to report
Allotments
Some of the repairs have been carried out with just a few bits to be finished.
A resident has emailed regarding whether some of the plots are being used. The councillors confirmed that these are being used.
Play area – The ROSPA inspection is scheduled for August. Hopefully the repairs will be complete prior to the inspection.
Action: Clerk to reply to resident to confirm the plots are being used
22/083 Other village matters.
Defibrillator replacement pads and batteries on order.
Bench in the Market Place – Cllr MS has not had the opportunity to arrange this as yet.
Car parking in and around the Market Place – This area is becoming increasingly busier, and some cars are parked on the edge of the carpark over the lines, which is making it difficult for buses to get round. It was resolved that the Clerk would report these concerns to Cllr Martin Hill
Road surface condition on the corner of the Market Place – it was resolved the Clerk would report this on Fix My Street.
